The process is complete when all of the assets are transferred to the appropriate parties. This seemingly straightforward process can be complicated in many ways, for example, if the deceased died without executing a will, when a will is contested, when assets are difficult to locate or value, when debts exceed assets, or in cases where the heirs challenge the filings or distributions.
